The term of office of incumbent barangay officials will be extended under R.A. 10923 or An Act Postponing the October 2016 Barangay and Sangguniang Kabataan Elections.

Based on Section 3 of the Implementing Rules and Regulations of R.A. 10923 released by the Commission on Elections on November 8, 2016 through Comelec Resolution No. 10168, incumbent barangay officials will remain in office on a hold-over capacity until their successors are duly elected and qualified, unless sooner removed or suspended for cause. The term of office of barangay and SK officials who will be elected during the October 2017 elections will begin at noon of November 30,2017.

"If you did not vote in 2013 and in the May 2016 elections, you will not be able to vote in the October 23, 2017 Barangay and SK elections, and subsequent elections, unless you reactivate. We have a longer registration period, we are also open even on Saturdays and holidays to accommodate as many registrants as possible," Jimenez added.

The Commission on Elections welcomes President Rodrigo Duterte's signing into law the bill postponing this year's October 31st elections to next year. Backed by a signed law, the Commission can now formally begin preparations for the October 23, 2017 Barangay and Sangguniang Kabataan Elections.

The Comelec is set to conduct another round of voter registration this November as required by R.A. 8189 or the Voters' Registration Act of 1996. An additional 2 million voters for the SK election and 3 million for the Barangay election is expected.

The Commission on Elections clarified they may not be opening the registration period on October 3, as was originally proposed.

"We can only resume registration after the law postponing the Barangay and SK elections has been passed," Comelec Spokesperson James Jimenez said.

The Commission on Elections was cited by an international study for its innovative use of social media in the conduct of the 2016 Presidential debates.The Rethinking Debates project, which was launched in November 2015 by Civic Hall and Democracy Fund, conducted a study on how innovative formats and social media are being used in election debates around the world.
